Workforce Transportation Program

Removing Transportation Barriers. Strengthening Virginia's Workforce.

The Workforce Transportation Program is The Sandra D. Foundation's workforce transportation solution designed specifically for government agencies, workforce development organizations, employers, educational institutions, and community partners.
Built upon the proven Ride To Work RVA operating model, WTPP helps organizations remove transportation barriers that prevent individuals from obtaining employment, maintaining employment, participating in workforce training, and achieving long-term economic stability.
Transportation is one of the supportive services recognized under the Workforce Innovation and Opportunity Act (WIOA) to help eligible participants engage in employment and training activities.
workforce transportation
For many job seekers, transportation is the final barrier standing between them and employment.
Individuals may be fully qualified, motivated, and ready to work, yet still struggle to:
  • Attend job interviews
  • Accept employment opportunities
  • Arrive at work consistently
  • Participate in workforce training
  • Maintain long-term employment
The Workforce Transportation Partnership Program was created to eliminate those barriers by providing dependable transportation through strategic partnerships with organizations committed to workforce success.

Partnership Models

Flexible Funding Options

Every organization has different operational needs. The Workforce Transportation Partnership Program offers multiple partnership structures designed to provide flexibility while maintaining accountability.

Annual Transportation Capacity Partnership

Organizations reserve transportation capacity through an annual agreement.
Ideal for organizations with consistent participant transportation needs.
Benefits include:
  • Predictable budgeting
  • Reserved transportation capacity
  • Dedicated program support
  • Monthly performance reporting
  • Customized service levels
Example:
  • Up to 100 trips per week
  • Up to 200 trips per week
  • Up to 300+ trips per week

On-Demand Workforce Transportation

Organizations request transportation only when services are needed.
This option is ideal for workforce providers whose transportation needs vary throughout the year.
Examples include:
  • Job interviews
  • Employment start dates
  • Workforce training
  • Emergency transportation needs
Organizations are billed only for approved transportation requests completed through the program.
This flexible approach allows service providers to access dependable transportation without committing to a fixed annual transportation volume.
