The Workforce Transportation Program is The Sandra D. Foundation's workforce transportation solution designed specifically for government agencies, workforce development organizations, employers, educational institutions, and community partners.
Built upon the proven Ride To Work RVA operating model, WTP helps organizations remove transportation barriers that prevent individuals from obtaining employment, maintaining employment, participating in workforce training, and achieving long-term economic stability.
Transportation is one of the supportive services recognized under the Workforce Innovation and Opportunity Act (WIOA) to help eligible participants engage in employment and training activities.

  • Transportation may be provided for approved workforce related activities including:

    • First day of work

    • Transportation to and from work

    • Apprenticeships

    • Certification programs

    • Career coaching appointments

    • Other approved workforce activities identified by the partnering organization

    Each partnership is customized according to the organization's goals and funding requirements.

    • Approximately 315 workforce trips each week

Flexible Funding Options

Every organization has different operational needs. The Workforce Transportation Partnership Program offers multiple partnership structures designed to provide flexibility while maintaining accountability.

Scheduled Workforce Transportation 

Our Scheduled Workforce Transportation Program provides dependable, recurring transportation to and from employment for up to 12 months.
Participants are automatically enrolled in our Mobility Assistance Program, which provides additional support to help them work toward transportation independence before their scheduled services end.

  • Up to 100 trips per week
  • Up to 200 trips per week
  • Up to 300+ trips per week

On-Demand Workforce Transportation

Our On-Demand Workforce Transportation Program provides flexible, as-needed transportation for individuals who require occasional assistance with employment-related activities.
This option is ideal for workforce providers whose transportation needs vary throughout the year.
Examples include:
  • Job interviews
  • Employment start dates
  • Workforce training
  • Emergency transportation needs
Organizations are billed only for approved transportation requests completed through the program.
On-demand participants are not automatically enrolled in the Mobility Assistance Program.
